Plumsteadville Cemetery in Bucks County, Pennsylvania is run by Plumsteadville Township. Previously this cemetery was operated by Doylestown Presbyterian Church.

The township is interested in formally taking control of this cemetery, but Pennsylvania law requires that $50,000 be placed in escrow for perpetual care. Without this, burial lots cannot be sold. This is a problem. My understanding is the church continues to own the cemetery, so that lots can still be sold, but the township maintains the cemetery.

There is an effort underway to change the law so that Pennsylvania municipalities can formally take over abandoned cemeteries and not be prevented from selling burial lots without the currently required escrow amounts.
